An NPS Would have Stopped the Migrant Exodus

As the large number of migrant workers across India are trying to make their way home to their villages , will this help cushion them from the issues related to income opportunities, income interruptions in the near or the distant future? Could such issues have been avoided through some savings by individuals who can save just Rs 20 a day?
